ITALIAN RESIDENCE PERMITS

For non-EU nationals, short visits to Italy and long-term residence are separate matters. Living in Italy for more than 90 days generally requires an appropriate national visa and residence permit.

Stella Polare Italy assesses the applicant’s circumstances, identifies the appropriate residence route and provides professional services throughout the consular and Italian administrative procedures.

CHOOSING THE RIGHT RESIDENCE ROUTE

There is no single Italian residence permit suitable for every applicant. The appropriate route depends on the applicant’s nationality, professional activity, source and level of income, family circumstances and plans in Italy.

Purchasing property in Italy does not in itself create a right of residence. The appropriate immigration route must be assessed separately and, where relevant, considered together with taxation, accommodation and healthcare.

Italy offers a wide range of residence options for non-EU nationals. Below are the principal routes most commonly considered, depending on professional activity, income, business plans and personal circumstances. Other residence options can be assessed individually.

RESIDENCE OPTIONS IN ITALY

  • 1 Digital nomad and remote worker

    What it is:
    A renewable Italian residence route for highly qualified non-EU professionals who work remotely as employees or self-employed specialists.

    Suitable for:
    Remote employees, consultants, freelancers and independent professionals whose work can be carried out from Italy.

    Main requirements:
    Qualifying education or documented professional experience, at least six months of relevant work experience, annual work income of approximately €25,500 or more, suitable accommodation and health insurance. Additional salary requirements apply to remote employees.

    Service fee:
    From €2,900 for the main applicant.

  • 2 Lavoro autonomo — self-employment

    What it is:
    An Italian residence route for non-EU nationals who intend to work in Italy as freelancers or self-employed business owners.

    Suitable for:
    Freelance consultants, independent professionals, sole traders and small business owners planning to carry out their professional or business activity in Italy.

    Main requirements:
    A documented professional or business activity, sufficient financial resources, suitable accommodation and the Italian authorisations required for the chosen type of activity.

    Service fee:
    From €7,500 for the main applicant.


  • 3 Residenza elettiva — elective residence

    What it is:
    An Italian residence route for financially independent non-EU nationals who intend to establish their long-term residence in Italy without working.

    The standard procedure begins with an application through an Italian consulate. In specific cases, the matter may also be pursued from within Italy without a prior consular application. This alternative requires an individual legal assessment and may involve additional legal and procedural costs.

    Suitable for:
    Retirees and other financially independent applicants supported by stable income from pensions, property rentals, dividends, investments or other established sources unrelated to employment.

    Main requirements:
    Substantial and regularly documented income and financial assets, suitable long-term accommodation in Italy and comprehensive health insurance. Employment income cannot be used as the principal basis for this residence route.

    Service fee:
    From €11,500 for a married couple.

    The final fee depends on the applicants’ financial documentation, family circumstances, the procedure selected and the required scope of legal and administrative work.
  • 4 Investor Visa for Italy

    What it is:
    A two-year Italian residence route for non-EU nationals who make a qualifying investment or philanthropic donation in Italy.
    Suitable for:
    Investors with documented, lawfully sourced funds who wish to establish residence in Italy without relying on employment, self-employment or passive-income requirements.
    Main requirements:
    A commitment to complete one of the following qualifying options:
    • €250,000 in an Italian innovative start-up;
    • €500,000 in an Italian limited company;
    • €1 million as a philanthropic donation;
    • €2 million in Italian government bonds.
    The applicant must document the availability and lawful origin of the funds. The investment is completed after approval and entry into Italy within the applicable statutory period. A residential property purchase does not qualify.

    Service fee:
    From €14,000 for the main applicant.

    The final fee is calculated individually according to the investment route, source-of-funds documentation, family composition and the required scope of immigration, legal, tax and financial coordination.
    Eligibility is subject to current nationality restrictions and is confirmed during the initial assessment.
  • 5 Ufficio di rappresentanza - representative office

    What it is:
    A two-stage project involving the registration of a non-trading representative office of a foreign company in Italy, followed by residence permit assistance for the appointed director.

    Suitable for:
    Owners, directors and senior executives of established foreign companies planning to develop or coordinate the company’s presence in Italy.

    Main requirements:
    An active foreign company, corporate documents confirming its operations, a formal decision to establish the representative office, the appointment of a director and a registered office address in Italy.
    Registration of the representative office does not itself grant a right of residence. It establishes the corporate basis for the subsequent residence permit procedure. Opening an Italian bank account is not required and is not included.

    Service fee:
    From €23,900 -

    The fee covers both stages of the project, residence permit assistance for the appointed director and spouse, where applicable, and a registered office address in Italy for 12 months. The final fee is calculated individually after reviewing the company, family composition, city of registration and required scope of work.
  • 6 Family residence and reunification

    The appropriate procedure for a spouse and other eligible family members depends on the residence route selected, family composition and individual circumstances.

    In some cases, we can structure the project for both spouses from the outset. In others, a separate family reunification or family residence procedure may be required.

    Service fee:
    From €2,900 for one family member where a separate procedure is required.

    The final fee depends on the main applicant’s residence status, family composition, timing and the required scope of work. No separate fee applies where assistance for a spouse is expressly included in the relevant service.
Additional costs
The stated service fees do not include government or consular fees, mandatory contributions, medical insurance, document procurement, translations, certification, legalisation or apostille costs, unless expressly included in the written proposal.

Fees charged by lawyers, notaries, tax advisers, commercialisti and other external professionals are payable separately unless expressly included in the relevant service or written proposal.
